Ray has been a member of Local 373 since May 30, 1972. He worked in the field as a brick tender for many years and was labor foreman for R. G. Friday Masonry for several years. Ray later was appointed as a steward and represented our union well on many large commercial jobs and in U.S. Steel plants. He was appointed as a Delegate to the Allegheny County Labor Council in 1988. He has served as a Delegate to the Local, State, and National Building Trades as well as Delegate to the local and state AFL-CIO organizations. In 1997, Ray was elected to the Executive Board of the Local, then appointed as a Field Representative in August of that year. His primary job responsibility was mills and power plants in Allegheny County. He was also responsible for the Downtown and Oakland areas, sharing that duty with another Field Representative. William Brooks - President/ Field Representative Bill has been a member of Local 373 since June 29, 1988. Bill entered the local union through the environmental field working primarily as an asbestos removal laborer. He was appointed steward on several projects and represented the local well. He has served as a Delegate to the Local, State, and National Building Trades as well as Delegate to the local and state AFL-CIO organizations. Bill also participates in the Pittsburgh Building Trades Organizing Committee. Bill's primary responsibility is to handle all the environmental contractors, asbestos, lead, and hazardous waste. He works closely with the Mid-Atlantic Region Organizer, Matt McHugh, and because of his expertise, has permission from the Business Manager to assist any Local Union in the District Council if they have environmental problems. Bill also is responsible for maintaining the day hall records. Other career highlights include:
Ed has been a member of Local 373 since September 26, 1974. He worked in the field with various contractors throughout his career, earning the reputation and showing the ability to do just about anything. Ed was used as a steward on several major projects and did an excellent job. He has served as a Delegate to the Local, State, and National Building Trades as well as Delegate to the local and state AFL-CIO organizations. Ed shares the responsibility of Downtown and Oakland with another Field Representative and has an area from West Liberty Avenue(Rt. 19) west to and including the Pittsburgh International Airport and all along the Ohio River into the Station Square area. James has been a member of Local 373 since September 24, 1975. He worked several years with Ceco Corporation, a concrete company that specialized in ceiling pan work. Jim quickly became a jack-of-all-trades and a key steward for the local on many projects. He became an excellent burner and was a steward on most of the mill demolition projects in the 80's. He has served as a Delegate to the Local, State, and National Building Trades as well as Delegate to the local and state AFL-CIO organizations. Besides handling the finances of the Local, Jim maintains an area of responsibility from the Allegheny River east to the county line, the south side of Pittsburgh along the Monongahela River to the Liberty Bridge and south on West Liberty Avenue(Rt. 19) to the Washington County line. Rich has been a member of Local 373 since September 10, 1979. He worked in the field primarily as a concrete laborer and quickly gained a reputation as a very good worker, maintaining steady employment with Navarro Corporation. Rich was utilized as a steward on several big projects and did an outstanding job. He has served as a Delegate to the Local, State, and National Building Trades as well as Delegate to the local and state AFL-CIO organizations. He is also active in the Pittsburgh Regional Building Trades Organizing Committee. Rich's area includes everything north of the Ohio and Allegheny Rivers - from the western border to the eastern border of Allegheny County. Career highlights include:
Dean Sedlar - Executive Board Member/ Field Representative
Dean has been a member of Local 373 since August 21, 1978. He began his career in the field as a brick tender with R. G. Friday Masonry. The last 10 years or so he has worked strictly in U.S. Steel and power plants as a steward and general foreman. His knowledge of furnace work has helped him maintain these positions. He is an excellent representative of the Local Union.

OTHER ELECTED OFFICIALS: Auditor: Dale Moon
Dale has been a member of Local 373 since November 26, 1984. Dale has worked on blast furnaces, coke batteries, and various other projects within U.S.S. Steel plants. Dale has also worked as a general laborer on construction projects. He is very knowledgeable in concrete placement & demolition. Dale has done an excellent job as steward on various projects, and has also been a labor foreman and is presently the primary superintendent for WMCC. Dale is an asset to our Local.
Auditor: Albert Sinopoli
Al has been a member of Local 373 since October 29, 1974. He began his career in the field as a general laborer and eventually became a full-time employee of Ceco Corporation, a company specializing in building parking garages. Mr. Sinopoli is currently utilized as a steward on major projects and does an excellent job representing the Local Union.

Michael has been a member of Local 373 since January 28, 1987. He began his career as a general laborer, working in many different classifications and becoming a highly skilled laborer. Mike was made a steward a few years later and became a well respected and liked individual by the members. He has done an excellent job for the Local Union and we feel confident he will continue to do so.
Sergeant-at-Arms: John Jackson, III John has been a member of Local 373 since May 24, 1985. He has been a steward on numerous job sites for quite a while and has always done an outstanding job. He has participated in every union function and certainly deserves the position he currently holds
Matt McHugh - Executive Board Member/Mid-Atlantic Region Organizer
Matt has been a member of Local 373 since 1990. He started off his career in 1985, when he joined a Laborers Local #1191 in Detroit, Michigan. He spent approximately 5 years working Heavy/ Highway as a labor foreman in Detroit as well as for Laborers Local #731 in New York City. After returning back to Pittsburgh, Matt displayed his skills as a steward on several job sites as being a perfect individual to deal with people in a variety of situation. A new Organizer position became available in the Mid-Atlantic Region, and Business Manager John McManus believed he would be an excellent choice and a valuable asset to the District Council and the Region.
Matt is responsible for the Environmental Field and works closely with William Brooks of Local 373 throughout the District Council organizing non-union contractors. He is also responsible for the new targeting funds program, introducing the program to signatory environmental contractors and turning around several jobs that would have went non-union. Matt has recently been working with IT Administrator Sean McManus to enhance the District Council's website. Currently, he is in charge of coordinating all political activities for Locals 373 and 952.
SPECIAL RECOGNITION
Laborers' District Council of Western Pennsylvania
Paul has been a member of Local 373 since June 14, 1976. He graduated from Bishop Duffy High School in Niagara Falls, New York as a member of the Honor Society. Aside from his school work, he was an excellent baseball player and accepted a scholarship to attend the University of Pittsburgh. After graduating from Pitt with a Bachelors Degree, Paul worked in the field as a laborer on several major projects, including the electric furnace on the South Side & the re-lining of the Shenango coke batteries on Neville Island. In 1981, he interviewed for and accepted a position as Staff Representative at the District Council. In 1986, he became the Assistant Business Manager, responsible for contract negotiations, labor and management relations, and grievance resolutions. He served in that capacity until May 2000, when he was appointed by the Executive Board to assume the duties of President-Business Manager. In 2004 and 2008, he was re-elected to continue serving as President-Business Manager.

Steve Schmerin - Secretary of the Pennsylvania Department of Labor and Industry
Mr. Schmerin was a private practice attorney representing working families and businesses for more than 20 years. He has represented unions and grievants in over 300 labor arbitrations involving public and private sector employers. He had direct involvement with many bureaus within the Department of Labor and Industry, providing him with insight to the objective of the Department. He has served as an Arbitrator for the Pennsylvania Bureau of Mediation, as well as a Fact Finder and Arbitrator for the Pennsylvania Labor Relations Board over the past 11 years.
On January 19, 2003, Mr. Schmerin was appointed Pennsylvania's 31st Secretary of the Department of Labor and Industry by Governor Edward G. Rendell. He was unanimously confirmed by the Senate on April 22, 2003. He oversees more than 6,000 employees in 200 offices statewide. The Labor Department administrates programs such as: workers' compensation, unemployment compensation, job retraining and vocational rehabilitation, along with numerous enforcement and regulatory responsibilities. In total, the Department directly affects millions of workers, and more than 250,000 employers in Pennsylvania.
Mr. Schmerin earned a bachelor's degree in Economics and a master's in Business Administration from the University of Pittsburgh, and a Juris Doctor degree from Duquesne University. He is also involved in several affiliations, including the Allegheny County Bar Association and Pennsylvania Bar Association(Labor Relations and Workers Compensation sections).
Stan has been a member of Local 373 since August 8, 1986. Prior to entering the Local, he was employed by Inmetco. He gained extensive experience in such things as: Building and mill maintenance, welding & burning, crane operation and maintenance, and equipment operation and maintenance, becoming a true jack-of-all trades. Once in the Union, he served as steward on many jobs, including the Alcoa Building on the North Shore. Because of his construction knowledge, he served as labor foreman on several major jobs, including: 2 years of demolition at the LTV Steel Mill, 2-1/2 years at the Allegheny County Jail, and with Trafalgar House at the new Pittsburgh International Airport.
In January of 2001, Stan was hired as an instructor at the Laborers Training Center in Saxonburg. Stan is certified in and teaches a variety of classes, including Skid Steer, Concrete, Cutting & Burning, OSHA, Asbestos, Lead, Fork Lift, and First Aid/CPR. He was also instrumental in introducing and teaching a new class to the Training Center, Building Trades Blueprint Reading. As all the instructors do, he also maintains the Training Center building and grounds.
Sean has been a member of Local 373 for several years. He has worked in the field at various job sites, including the Super Kmart at Montour Run, the Pittsburgh International Airport, several downtown parking garages, and the Airside Business Park. Sean earned a BS degree in computers at the University of Pittsburgh in July of 1996. He worked for several years at Ashland Chemical on Neville Island, maintaining the network of computers throughout the plant. He also assisted the purchasing agent in placing orders and maintaining warehouse inventories, and on coming up with the annual plant budget. Sean was hired at the Training Center in January of 2003. He currently maintains the computers for the thirteen locals of the Western Pa. District Council, as well as the Training Center and District Council. Sean also administrates the District Council's website, as well as Local 373's website.
Thomas Gribbin - F.F.C. Investigator
Tom has been a member of Local 373 since June 26, 1974. He graduated from Millersville University in 1973 with a Bachelor of Science degree in Education. After working as a substitute teacher at area high schools, he started working construction for Turner Construction at the Carnegie Art Museum in the summer of 1974. He served as steward on many jobs in the Pittsburgh area, including deputy steward at the Greater Pittsburgh International Airport under Mr. Paul Martinez, where our Laborers numbered over 100 men and women. He worked steady for A. Martini & Co. , Turner, P.J. Dick, etc.., usually in concrete crews, where he gained notoriety as being an exceptional concrete worker.
After injuring his shoulder in the fall of 1997, he was informed about an opening with Foundation for Fair Contracting, an organization that helps enforce Pennsylvania Prevailing Wage laws. One of the qualifications for the position was a college degree, and after interviewing with Mr. Leo Petrone of Local #66 of the Operating Engineers and Director of the F.F.C., Tom was hired in February 1999. His primary job function is to investigate companies who practice unfair wage and benefit policy in order to under-bid our union contractors.
